The Washoe County School District provides each student the opportunity to achieve his or her potential through a superior education in a safe and challenging environment in order to develop responsible and productive citizens for our diverse and rapidly changing community.

The mission of Lincoln Park Elementary School is to create a positive learning environment where school spirit is infectious and students feel safe and challenged. Our goal is to provide a meaningful and rewarding educational program to prepare students for life-long learning.
School Highlights
Successes, Honors, and Unique Features
Lincoln Park Elementary School is a 51 year old school, nestled in an older, quiet Sparks neighborhood. 58% of our students are Hispanic, 50% are limited in English proficiency, and 86% of our students are qualified for FRL. Our research based comprehensive reading program is Success for All (SFA) and our math program is Everyday Math in grades 1-5 and Math Thematics in grade 6. We supplement these programs with focus group tutoring based on individual student need as determined by assessments. The highly qualified, collaborative, competent and dedicated staff at Lincoln Park has continued to implement the SFA reading program to achieve the goal of all children reading at grade level. Lincoln Park has incorporated a variety of technologies such as PowerPoint presentations, READ 180, COMPASS Learning and interactive Promethean boards. Four portable laptop labs are utilized throughout the school. We have focused much of our energy in creating a technology rich learning environment for our students when introducing and reinforcing concepts/objectives based on district content standards. Our parent involvement is continuing to grow. Last year Lincoln Park was the recipient of the Education Collaborative Best Parent Involvement Direction Award. Additional MAPPS and FLITE nights have been added to our calendar as well as our ongoing Raising Readers & Writers workshops and 2nd cup of coffee. Lincoln Park is also participating in the early-release PLC project, and is using the Read 180 lab for students needing interventions in reading. We continue to refine the RTI process to provide interventions for our struggling students.
Comprehensive Needs Assessment
Key Strengths
Lincoln Park made AYP in the area of math, with the exception of our IEP students. Our writing scores increased by 10%. We had 100% participation in state assessments this past year. Teachers have made good use of professional learning community (PLC) time to collaborate and work on ways to increase student achievement. We also continue to have a very high percentage of parents who participate in parent conferences and parent activities throughout the year. We have a dedicated and knowledgeable RTI team who meet weekly to discuss interventions for struggling students.

Measurable Objective
Lincoln Park will increase the number of students proficient on the State CRT Reading test taken in the 2008-2009 school year by 10%. In 2007-08, 48% of our students were proficient, in IEP 36% were proficient, in LEP 42 % were proficient, and in FRL 44% were proficient.
Goal 2: Writing
All students at Lincoln Park will increase their skills in writing.
Measurable Objective
Fifty percent of all Fifth Grade students will perform in the proficient range on the Analytic Writing Assessment in the 2008-2009 school year compared to 33% in the 2007-2008 school year.
Goal 3: Math
All students at Lincoln Park, especially our IEP students, will increase their proficiency in math.
Measurable Objective
Lincoln Park will increase the number of students proficient on the State Math CRTs taken in the 2008-2009 school year by 10%. In 2007-08, 63% of our students were proficient school-wide, in IEP 52% were proficient.

We use scientifically-based core content materials and our teachers are highly qualified instructors. We continue to explore best teaching/learning strategies to ensure proficiency for all our students, with special attention to all our sub populations.
2. List and briefly describe, as appropriate, how the school has incorporated activities of remedial instruction or tutoring before school, after school, during the summer, and/or during any extension of the school year.
We have a TEAM UP after school program to assist with remedial/tutoring instruction. Also, if funding becomes available, we will offer summer school learning opportunities.

We receive Title I funding, SB185 state funding, and school improvement funds in addition to our standard district allocations.
4. Summarize the effectiveness of any appropriations for the school made by the Legislature to improve student academic achievement.
We received SB185 funding that provides two bi-lingual
aides to assist with language experience in kindergarten, and school improvement funding which was used for professional development, substitutes and registration fees.

All parents received the Educational Involvement Accords for Parents documents and signature copies are stored on-site.

Our school will not spend less than 10% of our annual Title I allocation for quality professional development. We are monitored by the District Title I office.

Before the first day of the school year, the WCSD Title I office will send all parents notification of the school's "Needs Improvement" status. This will include a letter to the parents outlining their rights under No Child Left Behind regarding School Choice and Supplemental Educational Services as well as Corrective Action and/or Restructuring,as appropriate. The WCSD Title III office will notify parents on the school's AMAO status.
4. Specify how Title I funds will be used to remove school from “Needs Improvement” status.
Title I funds provide personnel: a reading facilitator/dean, a teaching assistant, a bilingual kindergarten aide, and a parent involvement facilitator. There is also funding for training for our reading program (SFA)with a consultant and experienced site's conferences; funding for substitutes to allow teachers to attend GLAD, writing, math, and other professional development conferences. In addition , we use a small portion for general supplies and instructional materials.
5. Describe the school’s teacher mentoring program and how it supports the achievement of the school’s annual goals and objectives.
We have a strong mentoring program that targets both first and second year teachers that includes a seminar on various topics. In addition to a site mentor who supports all new teachers, each first and second year teacher has an individual mentor. We believe this has made a difference and has contributed to our stable staff and lack of transience.
6. Describe the school’s strategies to attract high–quality highly qualified teachers to your school.
Our school, with the support of the District Human Resources Department, screens applicants to ensure they are highly-qualified.
7. Describe the school’s strategies to increase parent involvement in accordance with Section 1118 of NCLB, such as family literacy services.
We have a parent involvement facilitator who is exceptional. Several of our action steps in our SIP target improve parental involvement and family literacy services.
8. Describe the school’s plans for assisting preschool children in the transition from early childhood programs, such as Head Start, Even Start, Early Reading First, or a state—run preschool program, to local elementary school programs.
New Kindergarten students receive a home visit and a free book and pencil prior to the first day. We also have a Kindergarten Jitters Program that helps ease the transition. We also have three bi-lingual kindergarten aides to assist the families with the transition.
9. Identify the measures that include teachers in decisions regarding the use of academic assessments.
Teachers have access to and use SFA, SRI, 4-Sight,QSI, AimsWeb probes, District Benchmarks, and State CRTs, as well as classroom-based assessments to guide instructional decisions.
